I’ve found out why sex ed programs continually emphasize that abstinence is the only surefire way to avoid HIV, unwanted pregnancies and the such. The reason is a little part of the No Child Left Behind act that goes like this:
‘(a) PROHIBITION.—None of the funds authorized under this Act shall be used— ‘‘(1) to develop or distribute materials, or operate programs or courses of instruction directed at youth, that are designed to promote or encourage sexual activity, whether homosexual or heterosexual; ‘‘(2) to distribute or to aid in the distribution by any organization of legally obscene materials to minors on school grounds; ‘‘(3) to provide sex education or HIV-prevention education in schools unless that instruction is age appropriate and includes the health benefits of abstinence; or ‘‘(4) to operate a program of contraceptive distribution in schools.
Yes, that’s correct. The next time your health teacher continually mentions the wonders of abstinence, you will know why.

That reminds me of the sex ed class I was required to take back in the 70’s. After 9 days about the birds and the bees and the flowers and the trees, the 10th day was on the topic of human sexuality. For that day, the all the boys met in one room with Coach Smith (not his reall name) and an male member of the school board.
The girls met in another room, with Mrs. Jones(also not her real name) and a female board member.
I don’t know how the class went in the with the girls, but the boys presentation went something like this.
Coach Smith stands up, walks over to an easel holding a poster of the human body, points to the appropriate spot on the poster and begains to speak:
“This is the uh.. ummm… well, You Know!
And if ….. You, uh .. you know and you don’t wear a you-know-what then you know what will happen.
Any questions?”
